Decode a Microsoft Safelink URL to see where it actually points.

Microsoft Defender for Office 365 Safelink and ATP URL decoder. Extracts the original URL from the wrapped safelinks.protection.outlook.com format.

Parses the url= query parameter from safelinks.protection.outlook.com/?url=[encoded] links, decoding the percent-encoded and base64-url-encoded original URL. Also handles older ATP wrap formats. Identifies double-wrapped Safelinks (Safelink wrapping a Safelink). No network request; decoding is purely client-side string parsing.
